Phil Becker

Phil Becker serves as chief investment officer for ECMC Group, where he oversees the organization’s diversified investment program across public markets, private capital, hedge funds, real assets, and other alternative investments. In collaboration with the ECMC Group Investment Committee, he leads the development and execution of the organization’s long-term investment strategy, with a focus on prudent risk management, capital efficiency, liquidity management, and sustainable long-term returns in support of ECMC Group’s mission.

Mr. Becker has more than 20 years of investment experience building and scaling institutional investment programs, constructing multi-asset portfolios, and sourcing investment opportunities across asset classes. Since joining ECMC Group in 2018, he has helped transform the organization’s investment program while strengthening its capabilities in asset allocation, portfolio construction, risk management, governance, and manager selection.

Prior to joining ECMC Group, Mr. Becker was a senior investment consultant at Mercer, where he advised endowments, foundations, insurance companies, family trusts, and pension plans on governance, asset allocation, manager selection, and long-term investment strategy.

He also serves on the boards of Key.co, Roam Robotics, and Inevitable Technology, and on the Investment and Finance Committee for Gillette Children’s Specialty Healthcare.

Mr. Becker holds a Bachelor of Business Administration in finance from the University of Wisconsin-Eau Claire and is a CFA charterholder.
